Has anyone seen the pics in this wizard 101 site about Celestia? They show pics of how lanes, avenues, etc. that looks like wizard city's. The only difference is that the lanes shown in the pics are underwater.
What you are referring to is Crab Alley, an area off of Triton Avenue. It was only open for a short period of time for a promotional event. Supposedly it will reopen when the world of Wintertusk arrives.

King Isle may have reconfigured Crab Alley to have the Grandmother Raven give the wizards new skills and the new mission to Wintertusk, like Halston had the wizard do quests before Celestia.
I also noticed that the Raven's cloak seems to suggest a reuniting of the six world's above Celestia, with a new potion flask and new magic, maybe even the Key to Wintertusk.
