You'll start getting them at level 50 and above, but you can find a piece of gear that gives Archmastery rating at earlier levels. There's supposed to be a pet talent at some point that would be for any level. There's also a jewel for any level if you have something to socket it to, which can start pretty early on around level 15 or 20.
