I was strolling through silent market when i saw a gardener's stand. Do I have to complete certain quests for this character to come? If so, which ones?

You need to become a Rank 15 gardener and do the Khrysalis gardening quest.

I think you need to be level 15 in gardening for him to come out of hiding.
