Dworgyn mentions in the forum to gain access to the latest Level 118 spell, you have to complete the History of the Cabal Quest, then go and speak with your Arcanum professor. Unfortunately, its not mentioned who you speak with, or how you actually get the quest.
The good news is that the History of the Cabal quest is part of the main storyline. So you will get it just by progressing through the game. The bad news is that it is very late in the storyline, though whether the wait is more exciting than the spell you get is something you can decide when you get it.
