The quest should be at your School teacher. Since you said that you have your level 58 pet, there shouldn't be anything preventing you from getting your level 78 pet quest.
If all else fails- you should contact support about the issue. Otherwise, you could use the Hatching Kiosk in the Pet Pavilion.
