When you're given an assignment in school, if you don't do it, you fail. When you're given an assignment in Wizard101, you have the option to complete the assignment at any time in the future, but you must still complete it. Just complete the assignments you are given, it is the only way you will be able to progress through the story of the Spiral.
If this were true and you were seeing the quest recieved as a "school assignments" and that IF you dont follow them you won't be able to progress thru the spiral story. Then how can you allow those that haven't completed there "assignment" to skip those quest and go to worlds that are over and beyond there education ? I mean, if you really think about it, what you said means that a wizard needs to COMPLETE all there quest to progress to the next level of the spiral or next area. Though at this point that doesn't hold true. You have wizards that have "NO EDUCATION" in worlds that they haven't had training for while those that have trained and completed there assignments having to deal (for lack of a better word) with them jumping into battles not for the education but for the gear and gold...... Kinda like a Middle school student going to college and wanting someone to carry them for the perks......
Anyway, I know it is long winded. But I am just curious.

You're confusing Story and Location.
Yes, there are plenty of low-level wizards running around places they haven't earned. But they aren't necessarily progressing in the Story.
