Is Penny Dreadful a side quest?

I have seen penny dreadful but haven't been bothered to do her quest thing is it a side quest or
is it a storyline quest??

It's a side quest. It's a very interesting side arc for those who choose to do it. Plus, a free pet!

She gives you side quests not storyline quests. You'll get a blue Cyclops if you complete all of her quests though!

Penny is a side quest. If you complete the entire quest, you receive the Blue Cyclops pet.

I believe it's part of the story line.

it is a side quest, but she does give you a pet.
