Getting into Ravenscar

Ok I am almost a lvl 40 Storm Master and I didnt get a quest for Juton and his brothers. And i have finished everything in grizzleheim and it won't let me enter. When I turn lvl 40 does Merle Ambrose give me a quest for Grizzleheim?

No,you talk to Bjorn Ironclaws at level 40 to defeat Jotun and then you get to Ravenscar.Hope this helped! :D
